F.C. Green, one-time Clerk-Assistant of the Tasmanian House of Assembly and Clerk of the House of Representatives in the Parliament of the Commonwealth from 1937 until his retirement in 1956, endowed this prize in perpetuity in 1954.

Awarded to the student who at first attempt has shown the greatest proficiency in any HPP coded unit at 200 level.
